Roster Import Problem

Re-importing rosters seems to delete the apostrophe from the Irish surnames (O'Riley becomes O Riley).

In the next version, the roster files will be *real* CSV files. Also the other CSV files will be real CSV files, too. I.e., they will be comma separated, and they will handle " and ' correctly.
