Is there anyway to limit which Major League players sign with INT leagues?

I'm doing a fictional league and I'm in 1921. There's a stud 1B in my league named Cecil Cooper. 27 years old, already has 306 lifetime major league homeruns, and has the single-season homerun record with 62. For some reason he keeps signing with Dominican and Mexican teams and it's gonna keep him from breaking a ton of records (the all time homerun king right now only has 456 homeruns)...so how can I keep him from signing $17 million+ contracts with the Domincan League and the Mexican League?

Basically I want like the older guys who want one last chance to shine, or the late 20s guys who never really panned out (Roosevelt Brown for instance) to be the guys going to Japan and the Mexican League and all that. I don't want the best player in the history of the league going there. Is there anyway to set like limits or ratings or anything on who signs with different leagues?

Turn down the finances of the lesser leagues so they can't and won't sign the big stars.

Alter the wage structure in the Dominican and Mexican leagues. For instance, I set up my Cuban league so that the best players would make about 4000 a year, with free agency after 12 years (basically, so that foreign nations would "recognize" the guy as enough of a player to simulate a successful defection). Now, would a stud Cuban rather play for 4,000 a year in Cuba, or 4,000,000 a year in the United States?

Thanks for the help guys. That should take care of my problem quite nicely lol. I've made it to 1922 simming and I can't bear it anymore, I'm gonna play...lol I usually try to sim a bunch of seasons and build up a pretty big history before I start but I can't take it anymore.
