Bug? Player assignment to minors

So, I just started a new standard league (US and Japan as the two major leagues, minors for the US league), ran an autodraft to fill the teams and I started to sign some FAs to minor league contracts.

I sign this player from the FA pool to a minor league contract, right click and select demote to Triple-A and the game tells me he has to clear waivers first because he is out of option years. He shouldn't have to clear waivers. He just signed a minor league deal, option years should not effect that, no?
