moving teams, changing universe

I've been looking through these posts, and maybe I just don't understand something...

QUESTION 1:
Let's say I want to replicate something along the lines of the Milwaukee Brewers moving from the AL to the NL. How do you do this?

QUESTION 2:
Let's say I want to create a universe that has no minor leagues for the first twenty years, and then minors are added -- first one level, then another, then another. How do you this?

QUESTION 3:
Let's say that I have two different leagues, unrelated, but running side-by-side (for example, American MLB and Japanese baseball). Because of "economic struggles," the Japanese league decides to fold -- EXCEPT two teams from that league think they can survive in American MLB. Can I move these two teams to my American league?

I keep reading about "promotion" and "relegation," but I can't tell whether these are pipe dreams, or if such features exist in this program.
