Best time to eliminate coaches&scouts?

I'm in the late-2020's in my fictional league and also just started in an online league. I noticed that the online league has no coaches/scouts. I think that making this change in my offline league would increase the difficulty, as I would not always have "excellent" or "BRILLIANT" scouts while the AI didn't.

If I disable them,then will the development of players be by an "average" coach and the player's ratings be seen by an "average" scout? I was also wondering what time of year would be best to eliminate these coaches/scouts without messing up the financials (which I have turned on). I'm around the trading deadline now.

You could look at it that way, but IMO that actually makes things more confusing. I'd suggest just looking at the your teams as if you have no coaches and no scouts . The player devel will be similar to the devel you would see with AVG rated coaches, and the player ratings will be nothing at all like the ratings you would see with either Terrible or Brilliant rated scouts. The ratings you would see are as close to the "real" player ratings that the game allows you to see. That means that due to the game built in hidden ratings, one "7" rated SP might be a lot better than another "7" rated SP. Hope that all makes sense.

I'd suggest spring or after the World Series - either should be fine and cause no problems as far as I could see. Even turning them off now would probably be fine.
