When loading OOTP all i get is a black window

this is what is happening when i load up ootp, i get nothing else but this

Try updating your direct X, also try uninstalling and reinstalling the game.

i found out the problem but its really weird, if i boot the game from the start menu it gets like that, but if i boot from the desktop or the folder that it is in i dont get the problem
