Real player draft lists

I'm in an online league for the first time which uses real players. We are currently in the mid-80's and the draft list has several big-time stars that are coming into the league. However, the current ability ratings for half of them are nowhere near where their talent abilities are. It seems as if at least half of the players have power/eye ratings of 19/10 or 1/11 no matter what their overall talent ratings are. I am reluctant to draft any of those players, because I have serious doubts about players in this game to go from a 19 in power up to anywhere near where their talent says they will be (on a 1-10 talent scale).

Does anybody on here have any input as to what is going on? Why are so many players given such low numbers and how come they are always the same combination (19/10, 1/11). Is this common? And do the players still typically develop as they should?
