Understanding custom league minors

Greetings!

So, I am making a custom / fictional set of leagues - and I just want to make sure I am understanding this right.

I want there to be a major league like the NHL that has the minor leagues feeding into it, from North America as well as Europe. I do want there to be lower pro leagues though they can instead go into then if they do not make the grade in the most elite league we have set up.

So do I make all the minor league teams feed into it and disable the draft for the lower level pro leagues? Will they sign the minor league guys who do not make it into the NHL equivalent league I have?
