(Lack of) Trade Frequency

I thought I saw a button somewhere for trade frequency, since I’d like more movement in my league (2 besides mine and no offers to me through July). If I passed by one, it would have been kept on a default setting. Maybe I’m remembering the one for “Trade Difficulty” which I take to mean how much haggling needs to be done with other GMs? I’m looking around, but…Thanks for any help, including knowing that there is no help to be had.
