Need help with our on-line league settings

I'm not the commissioner in our league but we need some assistance in trying to figure out an issue.

We're in a fictional league that started in the 1870s and are now in 1918. We have noticed our minor league players are hitting a lot more HRs than the MLB lvl players. In 1917 we only had only 3 players hit 10 HR or more in MLB. In the minors we have anywhere from 10-30 hrs being hit by multiple players. The minor league ballparks are generally smaller, but not by that much to where that many HRs should be hit. Commish wants to fix it but not sure how. He sent us a photo of the modifiers and I think they're off for being 1918.

I started a new fictional league to test and entered in the starting year, as well as use modifiers from 1918, and we got different totals. Commish doesn't want to change anything until he knows what the problem is. Does all he have to do is change the year on the top?
