best way to set up expansion with 4 new teams and full minors

What is the best way to set up expansion with 4 new teams and full minors
Example 1968
Require full minor league rosters
Prevent fictional players from majors.

With standard setting each team starts with ~ 35 players and may pick up a couple Free agents.
The minors are never filled.
How did they fill the minors in real life with all the players??

You cannot combine GHOST players and fictional players and preventing fictional from Majors

So ultimately when you want FULL minor league roster you will not have enough players for the minors. And you actually need them so the teams will be competitive in the future.

There is also the issue that you can't easily identify FICTIONAL players. You have to manually open each player and see if they had real stats

You might want to check what "real minors" existed for expansion teams in the 1960's. It certainly was not all levels. Most had an A league team or two, with many having one AAA. Not much in between, if at all.

They added levels over time, filling out after three seasons or so.

I'd say at min you have to get 240 player
25x3 minor league team = 75x4 teams = 240

The only thing i can think of is UNRETIRING a 100 players. Changing the Finances of the exansion teams and hope they start signing whatever they can to compete.
