Want to start a new fictional league....please help. :)

While I am not new to the series, I have purchased multiple versions of the game in the past. I usually just played exhibition games and tournaments. I for the first time want to start a fictional league starting in 2019, but with the ability to draft players from the entire history of baseball. From my understanding this is possible, but I cannot seem to figure out how to do this.

Is there any guides or help around that I could use to do this? Any help would be greatly appreciated.
