NHL Entry Draft lottery is fixed?

I am GM/coach of the Avs and I hold the Sens first round pick in 2019. In my league, the Sens had the worst record. I was wanting to see if I could get the top pick. When I simmed through the lottery, I got the 4th pick. Fine. I reloaded an old save and again got the 4th pick. In fact, it happens every time, no matter if I load an even older save. Maybe that would be okay if all the other teams order stayed the same as well, except they keep changing. It has been a variety of different teams that get the top 3 picks, but never what will become my pick.

Something seems off about this. I can live with a lower pick, but it is frustrating that it appears there is no way I can get a higher one, when others can.

Anyone experienced something like this before? I can upload my game if it is a bug.

Running 5.7.66 still.

EDIT: Of course, after having simmed it over again 6 times and posting this, I try one more time and I get the 2nd pick. Must have just been a (highly unlikely) coincidence. Although, the next 5 times it was 4th again. Something does appear to be off here.

If you still have a save from prior to the lottery, I'd like to have a look at it. That definitely doesn't look right.
