Website for Files

Right now I'm making a website with all the files for OOTP5 and possibly OOTP4. I have a couple of questions. First, is it ok to put a file on a website without consulting the maker of the file? I mean, I have downloaded a couple of files from websites like Baseball Sim Central and stuff like that but do I have to ask the maker of the file to put it up on my website? Secondly, can people send me their files or write websites with files that I can add? That would be really helpful, right now I'm looking for skins and facepacks. As long as you give the creator his due, I dont think it's an issue. Now, if you took all these files and said they were your work, there would be a problem

You can get the latest CSV exporter from the link in my signature.

Good luck keeping this up and current. If you can do it, you'll be doing the community a great service.
