Hypothetical set-up question

Can I do the following with the game as it currently is-

- Create an eight team NHL that uses the historical database of players starting in 1947 and then move forward in time expanding the league where and when I want to.

- new players are drafted into the league rather than showing up with their historical team

Nope(as far as historical custom expansion is concerned).

I wanted to start with the 1965-66 NHL season with expansion teams in San Diego and Baltimore but as far as I know there won't be any custom historical NHL expansion.

Modern day NHL custom expansion-I don't know about that.
