Is it possible to start an online league for free?

Ive always wanted to start one but I've heard you need to have a site to do it. Is there any free website hosts out there that will let me host an OOTP league online (and post reports online)?

You can get ample space for way less than 10.00 per month, so I'd steer clear of free hosts.
