I'm having a problem with my fictional league set up. I'm getting a lot (almost all) of players in the draft pool that have no city of birth.

I have two major leagues, each with their own amateur draft. In one league, all players in the draft pool have an "unknown" city of birth. In the other league, only the canadians have "unknown." Players generated by default all seem to have cities filled in fine.

Both leagues only have american and canadian players in the draft pool. Each is associated with a region, so that it draws from a limited set of provinces/states. I've edited these regions in the world_template.xml in order to add/remove some states for each region. However, since city of birth works for the default generated players, I don't think the edits are the issue.

Any ideas as to what is going on?
