I'd consider it a packs only theme team personally, since you're still trying to win.

The problem even with this is that switching to a more restrictive theme at higher levels is usually considered tanking by the community.

So, yeah, it is still questionable team behavior under the most liberal of definitions, and this community is not known for its forgiving nature or for assuming the best in anyone.

And I focus on the community's response because any official responses are not normally made public, and what little direction they have given has not been clear at all, often muddying the waters further with vague definitions and contradictions.
