The short answers would be
YES and
YES.
Anything that opens up more options for importing players.is a good thing. Being able to funnel minor league guys to their debut organization would be super.as well. Presently, we can only EXPORT a league structure to a CSV file. Maybe a CSV file IMPORT to edit/update/store/share a custom minor league structure is possible. You would be the most qualified to answer that question, since it borders on quantum physics.
