I verified the human_managers sql file contains the correct commissioner flags, it does not seem to have any effect. I can even "give" them Commissioner access via the admin and then "remove" it, but again, no effect. They're all stuck flagged as admins.

That sounds fun. I've not had any reports of this before, so shoot me a link to your StatsLab install and see if I can find anything.
