Ml roster rules back then was 12-15 players. There are not enough minor league players to bother with minors in year 1. Use the historical minors feature and you will get minor leagues around 1919. By then you will have enough players to fill up the rosters. You can use ghost players for minors til then if you want to keep the AAA.
So basically change some of the rules and you will be fine.
