I'm running a fictional 16-team league, where I don't negotiate with any draft pick (they all sign). I'm playing with rookie ball, short season A ball, and A through AAA.

How many draft rounds should I set, and how many rounds of players should I generate for? I know there's typically some sort of rule of thumb, but here all my players automatically sign with their teams.
