I'm using feeder leagues (HS, JUCO, COL). I have the HS set to US with some Canadian and Puerto Rican. JUCO pretty much the same but with 1% random nationalities. COL again pretty much the same but 2 or 3% random nationalities.

I get the vast majority of the international talent from the 3(?) sources of international players (establish, international complex and the international amateur FA).

I want the league I'm developing to be primarily North American (60-70% or so).
