Yes this process will work for solo leagues. As was stated, it is several versions old, but it still works including in OOTP17.

One change I would make in a solo league (purely optional) is to set the budget to owner controls budget. This will help the poor AI teams reduce debt faster. In an on line league it hurts the human teams who do a good job.
