No. As it stands now, it's still incomplete (the guy who was doing the creative writing (by far the bulk of the job) seems to have disappeared, and I lack the HTML/CSS knowledge to do anything but correct minor mistakes), but that's not the problem.
There are literally thousands of links and at least 150 pages (if not more!) in there, and reformatting all those to work in a pdf would be a massive job. Plus if you want bookmarks, as you would require with something this size, that's a great deal more work. Anyone who has spent time creating professional PDF's with text, graphics, and links know how difficult it can be to get it right.
Given that we're unpaid volunteers with jobs and families... I don't think it's very likely that we'll ever be able to produce one.
OOTPD would likely have to get a professional document company to do it, and then they'd have to charge for it.
In any case, you can access the in-game help by pressing F1 during the game. Sorry, but that's about all we're going to be able to do at the moment.
