Pitcher Rating vs. Stuff/Movement/Control

I did a search for this but, somewhat surprisingly, didn't find anything that seemed to be related.

I get that Stuff is kinda an aggregate of his pitches and velocity; how good he is at changing it up, keeping the batter guessing about what's coming at him.Movement is how the ball moves in the air, how hard it is to hit. Control is how good he is at controlling where the ball actually ends up in relation to the strikezone.

But what does the actual 'Pitcher' rating represent (the one on the left, where a fielder's 1B/2B/SS etc ratings would be)?

I'm struggling to link that to things in reality. What would it mean to have great Stuff, Control and Movement with a good variety of pitches but have low Pitcher rating?

And in a less abstract sense, what would you go for? A guy with a good Pitcher rating but less good S/M/C/pitches ratings? Or a guy with great S/M/C but a Pitcher rating in the 40s/50s (1-100)?
