Entire scouting staffs were part of the game for a while between versions 6 and 10 or so. You had 3 or 4 scouts that you had to assign to tasks such as evaluating a specific player or country, maybe teams as well. Can't remember.

Anyway, they sat idle if you did not give them a task and it became a lot of work to maintain. Their functions were all rolled into the role of the Head Scout, who is presumed to have a staff that we can't see or interact with. Currently the head scout does these things and turns them around more quickly than the previous scouting teams did.

I understand the immersion factor, but what we have now is better IMHO.
