Buffalo and Minnesota will appear as early as '67 as an option. Though with some additional research i did since starting this project, I found Buffalo and Cleveland came close to joining the NHL in '44.

Ottawa will likely appear in the WHA (though I don't know how I'll handle that yet), then again in the early 90's expansion
