I think the ".oi" file extension is just OOTP's way of naming files (I've added files there before without a problem). Extract the files into the logos folder and they should load automatically if you start a new game. If you want to add the logos to an existing game, add them to the logos folder within your saved game and when you load the game, click the box to run a check for correct logos, jerseys, etc, I forgot exactly what it says. Off the top of my head, there might also be an option somewhere in the game settings in-game to re-load logos and stuff.
