Not sure, if you are looking to be a GM I say jump right in. If you want to be a commish you are going to experience a learning curve unless you are Server savvy.

You do not need to know web design. You can use a content management system or there is a company that will host your league online for some cash. I want to say it is all sim sports? Many leagues use it.
You can create a custom league and import historical players into it. You can then hold a draft for the players. Once you complete a season you will need to decide how to handle that.
I would learn about importing players and creating custom leagues or historical leagues and try a few solo league runs to get your feet wet. It will also help work out kinks and you can experiment with ideas.
