Would take a lot of work but could be done if you manually import all your rookies each year. I had success with OOTP18 when I made a PCL only league by manually importing rookies. Not too hard creating txt file to bulk import rookies if you are comfortable with excel and viewing the minor league players dat file.

Manually importing them into a fictional league would be the only way you could accomplish it, I think.
