Fictional League Help

I have started a fictional league based on Phillip Roth's Great American Novel, resurrecting the Patriot League as the Patriot Hockey League. I had wanted to start with just the cities from the book, expanding to add franchises until I got to a 16 team, 2 conference PHL. My new franchises would be based on unusual small town names here in my home state of Pennsylvania, such as the Hop Bottom Pilsners. Hop Bottom is a small town once noted as a grower of hops for breweries.

However, I have found that, upon expanding, I cannot change the league structure. The teams are just added to the existing league, and I have no way to change the number of teams eligible for the playoffs, etc. Am I doing something wrong, or is it just that I have to pick a structure at the start and plan accordingly for the way I want the league to finally be set? Any advice would be greatly appreciated.

Finally, I realize it's a bit odd to use the best baseball novel ever, IMO, as the inspiration for a hockey league. I do own OOTP 18 and 19 ( and I think 16), but, to be honest, I just bought them to support the company that's made this wonderful hockey game. I can't see myself investing the time into learning the baseball game anytime soon.

Thanks in advance, to the wonderful community. I'm sure even this weird request will get an answer. As a thank you, I'm attaching the logos for the Asylum Keepers and Hop Bottom.
