Various ratings for a pitcher

When evaluating pitchers, I've never quite understood at which moments (as a game is being played) various ratings are relevant.

One pitcher might have high stuff/movement/control ratings, but his individual pitches are less than 10 (on the 1-20 scale).

A second pitcher is opposite: he has less impressive stuff/movement/control ratings, but his three pitches are all 15 or 16.

Knowing the distinction might help us in decisions about activation, trades, extensions, maybe even relief roles.

Not to digress, but I also wonder if the pitch mph range is mostly to add color, or gets used in some in-game algorithm.
