I have a question about the player development budget and the player development budget baseline.

If I max out the amount of money I can enter in for player development a message comes up that says I am over budget and that my player development budget will be reduced to half of the baseline.

The issue I am having is that when I look at the budget set out by the owner, the amount of money I'm looking to spend on player development does not put me over the budget - it could be that the number is already reduced to the half, so i guess my question is, what budget or screens should I be looking at to be able to assess how much money I have for player development without just adding a million here and there until I get the above message?
