Fired up a promotion/relegation league to test an idea for a new league.

I have the 1st league with 2 sub-leagues with 1 4 team division in each.

I have the 2nd league with 2 sub-leagues with 1 4 team division in each.

Promotion and relegation is setup as 1 team from each division.

I created and association between these 2 leagues so that they would share the amateur draft. I have the Amateur Draft Order Mode set to Order by league level first, then by winning %.

Indianapolis had the worst record in the 2nd League. They should have gotten the #1 pick. Akron who got the #1 pick was one of the teams to be promoted to the first league. New York who was the worst team in the 1st League got the #2 pick when it should have been KC who had the 2nd worst in the 2nd League.
