You don't actually do it in-game, instead you have to copy the jerseys, logos, and helmets into the folder for the saved game or the Opening Day quickstart (or whichever quickstart you're planning to use). Though if you want to edit the team names and cities in-game, you have to enable commissioner mode from the manager menu and it'll give the "Edit" option on team pages.
