It's the QMJHL American Draft that's active at this point in the save - if sounds like you're choosing the QMJHL Entry Draft or CHL Import Draft, neither of which are currently running, so you won't get the options to advance. If you open the draft via the link on the manager home page, or the "QMJHL American Draft" option under active drafts on the league menu, you should be able to continue, it works for me when I try it.
