Personnel will be in the game and they will affect player development and recovery from injuries. Scouting of course will be in the game too, but we currently still don't know how this is exactly going to work. There will be an option for the user to have access to all underlying attributes which would basically be cheating, but the plan is to make sure that the AI and the user must do some real scouting without simply knowing everything about a player.
