You see that type of late hit and rustling on the ground all the time. Normally it's just off-setting 15 yard penalties if it gets called at all and no one remembers it happened.

What you do not see all the time is a guy swinging a helmet at someones head. That's a lot more extreme than shoving and shoving back.
