Start ootp and click settings. On the popup, click troubleshooting and click
Open folder containing file :app.cfg and engine.cfg and click ok on popup.
Open the app.cfg file and there's a line that may control the rate. Look for (about 17 settings down).

Try changing the 2 to 1 and see if that works. You'll need to restart ootp if opened when you make that change.
Pretty sure that the reason you've been unsuccessful is that the speed/rate is hard coded and controlled by the above setting in the app.cfg file.
Not 100% sure though.
BTW: the option below that controls the volume.
