Stat Tweaking Help

In my fictional league, I'm generally happy with where the league totals and averages are. After 16 seasons (in which I have only been an observer, not a GM/Manager) the tweaks I'd like to make are as follows:

1. Lower ERAs half a run or so (which I suppose having worse fielders might do-but I'd rather not go that route).

2. Make the top players really top. I'd like to roughly maintain league averages while making the leader boards more exciting. There's been only one 50 homer season over 16 years; I don't want it to be common, but I'd like someone nearly every year to at least look like they might hit 50. On the pitching side, I'd like a few pitchers in the non-DH league to flirt with 2.00 ERAs, in the DH 2.50.

3. Not have the top prospect every year be a pitcher. In fact, for most of the 16 season, an average about 7 of the top 10 prospects are always pitchers, and a non-pitcher has never held the #1 spot.

I suppose expansion might do those, but it'd be temporary.
