when you start your manager profile you have to click the box start on july first as you can only do expansion on July 1st...
Once you do that go to manager tab and click manager options of which you will click Commish mode. Then go to the NHL tab and click edit and then click on expand thats how you do your NHL expansion team. Keep in mind you will have to rename your AHL and ECHL team as well. You will have to do a expansion draft for 2 teams
Unless
You want to expand by 1 team but then you don't have the expansion draft then you just sign UFAS instead of expansion draft if you expand by 1 team
