Basically, stuff that legally can't be supplied (or is supplied but in halfhearted ways) within the game as released. It's useless if all you play are fictional leagues, but it adds a lot of visual realism to games using historical and current teams/players.
It's called "all in one" because it contains a bunch of underlying mods that handle individual aspects of that visual realism. If all you care about are, say, jerseys, then you're better off getting one of those smaller mods. But if you want everything, go with all-in-one, which makes sure that everything within it works well together."
