Can the potential rating significantly vary for NHL prospects from the time they become draft eligible to the time they reach their early-mid 20's ? For example, a top 5 pick who had a visible 5 stars rating at his draft year dropping to 2 stars potential later on, and vice versa ? Is there a high percentage of bust and late round blockbusters actually ? (assuming all are scouted A)
