Just checked a list of 791 players and if you "write to disk" it opens up all 791 in your browser (which is more than it used to be, last time I used it). However there is an upper limit (I think 1000), before the lists get paginated and as a result the game won't export them all at once. I don't have another list to check, it's either 791 or 5000+.
