I´m playing with the Penguins and in 1982 I was able to sign previously drafted Alexei Kasatonov and Anatoli Semenov, but at the same time was unable to sign Igor Larionov and Vladimir Krutov due to them not being permitted to move to a foreign team.

Is this a glitch or is there some logic behind this?
