Since this game really does not have a minor leagues, does player development matter as much? Does it matter that the player is a reserve in the Majors or in the Minors, will he still develop the same?

For instance, historically I have a young Ozzie Smith and Lou Whitaker in 1978 with low overall potential ratings in the 30's. Will they still bloom in the 80's? Do I need to have them in my lineup or in the minors to bloom?
