after creating the Leagues, under the game menu dropdown there is "Create League Association" this will accomplish your goal..you can do this with any number of leagues. The WBF online league I'm in has Leagues in the USA, Canada, Cuba and Japan and all the Nations Champs meet to decide the World Champ
