If I understand you correctly, you will want to start a historical game in 1985. For what you want, I would suggest ticking yes for doing expansion drafts and ticking yes for generating rookies at 17 (this way, you will have the entry draft each year. If this option is not checked, players will just appear on their historical teams).
Starting this game should bring you to July 1, 1985. You will be able to pick a team and play up until the current season. Rosters will be accurate as of July 1, 1985, and anything goes after that, including free agent signings and draft picks. Expansion drafts will occur whenever a new team joins the league (quick example, there will be an expansion draft on July 3, 2017 for the creation of the Vegas Golden Knights).
