Yes I had the option of any division.. But it ended up being the logical expansion of making it 8, 8, 8, 8.. I am not sure what would happen if you tried to overload one division ... I would assume for the sake of schedules working properly, only certain configurations can work.
I haven't heard any official final word, but I believe expansion up to 36 is the last I had heard.
The minor league teams are automatically assigned.
